SCPD, Odisha held a pre-budget consultation meeting on 29.1.2026 at Hotel Empires, Sahidnagar, Bhubaneswar which was continued for the whole day.
The consultation meeting was called with a view to bring awareness and sensitivity among all stakeholders/NGOS/Social Activists and Policy makers thereby contributing to the creation of an enabling and inclusive budget for PwDs in Odisha.
The meeting was inaugurated by Dr. Satyapriya Rath, Director, Budget and Addl. Secretary to Govt., Finance Department.
Sri T.D. Dhariyal, Advisor, Disability, CBM India, President National Association for the Blind, Delhi was invited to the meeting and gave key note address.
Mrs. Kasturi Mahapatra, Ex-SCPD and presently working as Vice President, Open Learning System, Bhubaneswar deliberated on the topic through a panel discussion and focused on proper implementation of different sections of the RPWD Act, 2016 and also suggested for a separate specific PwD budget.
Government officers in the rank of Additional Secretary, Special Secretary, Financial Advisor, A.F.A, Joint Secretary, Deputy Secretary, Finance Officer of different departments like Higher Education, S&ME, Health, Skill Development, W&CD, P.R. & D.W., Sports & Youth Services, I & P.R., R&D.M., SSEPD were present and took part in the deliberation.
